In the current atmosphere, what Lebanon needs most is a constructive national address that enhances political work and pushes it to the level of democratic competition.
During the last four years, public institutions have undergone many crises, which they never suffered during the civil war. Political violence has caused divisions which military violence couldn’t create.
A paralyzed parliament, a cabinet with questionable legitimacy, vacant institutional positions, a constitutional council absent by force, a state without a budget, and least but not last, a vacancy in the presidential position, a clear representation of the inefficiency of the public institutions.
What appears to be a government in crisis is in reality a system in crisis.
Since the Lebanese political regime is a parliamentary one, we largely rely on these elections and their results to save the public institutions.
Many have talked about the importance of these elections, and we insist that these elections will change our political destiny. This is not through the victory of one party over another, but through finding an independent parliamentary arm leading to ministerial representation that facilitates the role of the cabinet and marks a real beginning to the era of Lebanese President General Michel Suleiman.
In this context, we insist that we are not starting a war to get the presidential position, but to restore the Lebanese Republic and its institutions.
Moreover, we reaffirm that we are not participating in the elections against any party. Rather, we are participating to get rid of the negative effects of the parliamentary parties, since the parliament has become merely a group of parliamentary blocs.
We are participating in these elections as independent forces suggesting a new political program that prohibits the transformation of the constitution and legislation into a point of view that is interpreted by each party according to its own interests, regardless of the state’s.
The independent bloc aims to protect the role of every deputy and activate legislative and censorial work. Doing so will free the deputy from the weight of binary parliamentary blocs and will allow him to insist on what’s right and reject error, wherever it may arise. Thus, he will constitute a regulatory authority that saves the state from the risk of debilitating and unconstructive division.
We declare, by our participation, our will to restore order to the system. We refuse to announce a transformative republic, and we insist on the solid Taef republic in order to simultaneously protect the republic and the presidency.
Furthermore, we declare the essential principles of Taef as an introduction to our electoral program as an integrated entity, and the most important titles are the following:
. An electoral law based on proportionality and major districts.
. Applying administrative decentralization as an essential introduction to balanced development.
. Eliminating political sectarianism and creating a senators’ council after adopting a modern party law that guarantees confessional diversity within parties and ensures the transparency of their work.
. Activating the role of the socio-economic council.
It is imperative to highlight the role of the Lebanese army, which has proved its ability and efficiency with other Lebanese armed forces during the toughest phases and most difficult crises witnessed by the country. This powerful army is responsible for ensuring national security, protecting the country within the framework of an expected defensive strategy that is supported by the army, the people and the resistance. This strategy is under study in the national dialogue led by the Lebanese President.
And to everyone in Byblos, I say: since the independence, Byblos has been the heart of the national effort to reject isolation and dependence. Thus, the deputies of Byblos are true representatives of the nation. Your support of the “Independent Resolution of Byblos” ensures the protection of the political values of Byblos and the enlightened national perspective.
